I think the best argument I’ve heard so far is that it’s Templar-related in some way. Of course, what it is, what condition it’s in, or how the Hell you get to it is anybody’s guess… but it would probably involve building drydocks around the entire island, if not *multiple* islands, in order to keep the ocean out.
